ABOUT THE PROJECT

Huerta del Valle, a Public Benefit Nonprofit Corporation, invites qualified General Contractors to submit sealed bid proposals for the construction of the Huerta del Valle Educational Center in Ontario, California. This landmark community project will deliver the first public rammed-earth building in the greater Los Angeles region on a 3.5-acre community garden site serving the Inland Empire.The work encompasses the construction of four principal components: (1) a rammed-earth classroom and library building with a vegetated green roof; (2) a communal kitchen built from two recycled shipping containers; (3) a gabion amphitheater and associated site improvements; and (4) a shaded structure with integrated solar panels and cold storage. The project addresses critical environmental justice needs in Ontario (ZIP 91761) by providing local residents access to fresh produce, nutritional education, and community infrastructure built with low-embodied-carbon materials.

Mandatory Pre-Bid Meeting: Tuesday, June 30, 2026 at 10:00 a.m. 1105 South Campus Avenue, Ontario, CA

Bid Deadline: Tuesday, July 7, 2026 at 11:59 p.m. (U.S. Pacific Time)Attendance at the mandatory pre-bid meeting is required. Bidders who fail to attend will be ineligible to submit a bid. Bids will be publicly read by the Owner's authorized representative.

Required Substantial Completion: December 30, 2029

Contract Award (Intent): Within 30 calendar days after bid opening

Notice to Proceed / Mobilization: Within 5 business days of written Notice to Proceed  

LICENSING & QUALIFICATIONS

Bidders must hold a valid California Class B General Building Contractor license at the time the Contract is awarded. Bidders and their subcontractors for Deferred Approval and Design-Build items must demonstrate a minimum of five (5) years of continuous experience on projects of similar type and size in the same jurisdiction. Subcontractors must provide satisfactory evidence of thorough knowledge and experience in their respective trades on comparable projects. The Owner reserves the right to disqualify subcontractors and to require the Contractor to substitute qualified alternatives at no change in Contract price. 

PREVAILING WAGE REQUIREMENTS

This is a public works project. All laborers, workers, and mechanics shall be paid not less than the general prevailing rate of per diem wages for San Bernardino County as determined by the Director of Industrial Relations, State of California, pursuant to California Labor Code Section 1770. Current wage determinations are available at:https://www.dir.ca.gov/public-works/prevailing-wage.htmlNoncompliance shall result in forfeiture of back wages plus $50 per day per affected worker and may result in disqualification from public works contracts in San Bernardino County for up to five years. The Prevailing Wage Rate Certification (Document 00 4547) must be included with the bid.

NOTICE TO LOCAL AND INLAND EMPIRE CONTRACTORS

Huerta del Valle strongly encourages bids from General Contractors and subcontractors headquartered or with established operations in the Inland Empire (Riverside and San Bernardino Counties) and the broader Southern California region. The Owner is committed to community-centered procurement and recognizes the value of local firms who bring familiarity with regional labor markets, material suppliers, and the specific environmental and cultural context of Ontario and the surrounding communities.Local and Inland Empire firms are encouraged to contact the Owner's Representative early in the bid process to discuss project scope, attend the mandatory pre-bid meeting, and seek partnering opportunities with other regional subcontractors. Preference for local hiring practices during construction is encouraged in accordance with the project's community benefit goals. 

BONDS & INSURANCE

• Performance Bond: 100% of the Contract Sum (Project Manual Section 00 6113)

• Labor and Material Bond: 100% of the Contract Sum ( Project Manual Section 00 6112)

• Bonds must be executed within 8 business days of Notice of Award; failure to do so may result in the Owner declaring the Contract abandoned.

• Certificates of Insurance must be furnished within 15 business days of Contract execution per the General Conditions (AIA A201-2017).

• Workers Compensation Certification (Document 00 4546) must be signed and filed prior to commencement of work.

OBTAINING BID DOCUMENTS

Bidders may obtain digial copies of the Project Drawings and Project Manual via the Huerta Del Valle Website https://www.huertadelvalle.org/educationalcenterBidders may obtain physical copies of the Project Drawings and Project Manual (Specifications) from the Owner at the following non-refundable costs:

• Project Drawings and Specifications: $200.00 per set

• Mailing (if desired): Additional $225.00 per set (non-refundable)

• Payment by check or money order made payable to Huerta del Valle

Contact the Owner's Representative to arrange document pickup or mailing. Bid documents may also be reviewed at the mandatory pre-bid meeting.

BID SUBMISSION INSTRUCTIONS

There is no electronic portal for this project. Sealed bids shall be submitted electronically as e-mail attachments to both of the following recipients simultaneously:

• Workers Compensation Certification (Document 00 4546)

• Highest Prevailing Wage Rate Certification (Document 00 4547)

• Equal Employment Opportunity Certification (Document 00 4548)

Bids remain irrevocable for 60 calendar days following the bid deadline unless the Owner consents to withdrawal. The Owner reserves the right to reject any or all bids.

Written requests for product substitutions must be submitted at least five (5) business days prior to the bid opening. Inquiries received within five business days of bid opening may not receive responses. All clarifications and approved substitutions will be issued to all bidders of record by Addendum.
